We've introduced you to free calls inside the US with Dial Pad. And Net2Phone has offered Internet to toll free US phones for some time. Now there is another company with receiving computers in both the United Kingdom and Germany.

Go 2 Call also has a great international database of many Internet to Phone services, referred to technically as VOIP, Voice Over Internet Provider. Even if the country you need to call is not serviced with receiving computers by Go 2 Call, their database will let you know who is equipped and what costs or software are needed to use their system.
Please remember that all VOIP services have the same technical draw back, there is almost always an annoying delay in your speech. Some carriers run software to minimize or eliminate an echo problem, but you do get what you pay for. So these cheap or free services are great for carrying on a long conversation with an old friend who can endure these minor annoyances, but when you are calling on important business, you still need a solid direct connection through the regular phone system. The reason for the quality difference is the way data is routed. The Internet breaks everything into digital packets which can take drastically different routes before they arrive at their destination. A directly dialed phone call, however, is just that, direct and ties up a direct line through the entire phone call, hence the expense.
My commercial site has a great database comparing US domestic carriers for quality connections. It also compares intrastate (inside the state) rates of all carriers offered. Many states, like Washington or New Mexico have ugly local taxes on inside state calls. A carrier offering great rates to other states than where you live, is not necessarily the one that will connect you 50 miles to the next county the cheapest. You still have to shop an analyze your own needs.
